A bill has been submitted to the Verkhovna Rada that could significantly change the rules for traveling abroad for citizens on reservation. This is document No. 14210, registered in November 2025, which proposes to expand the list of grounds for a temporary ban on leaving Ukraine. Despite registration, it has not yet been included in the agenda.
Roman Kostenko, secretary of the parliamentary committee on national security, defense, and intelligence, confirmed in a comment to Suspilny that the initiative is designed to prevent abuse of "reservation." According to him, consideration of the bill may be postponed to next year.
Kostenko noted that the state has gone to the extent of accommodating those who received "armor" even without updating their military registration data or against the background of evading the fulfillment of a constitutional duty. In return for such a compromise, a certain restriction may appear - a temporary ban on crossing the border.
One of the key provisions of the bill prohibits citizens who have been granted a deferment from mobilization from traveling abroad. The aim is said to be to stop the practice of a person receiving a "reservation" and then leaving the country with no intention of returning.
" This is a kind of safety net. We went to meet them, but at the same time we must guarantee that the "booking" will not become a tool for escape. Abroad - no, because there was a violation of the law ," Kostenko explained.
The draft law is currently in registered status, and its further consideration is expected in 2026.
