Beaten and thrown into a car: 65-year-old man from Cherkasy region failed to seek justice after attack by CCC employees

A 65-year-old resident of Kanev, Mykhailo L., became a victim of arbitrariness, according to him, on the part of employees of the Territorial Center for Recruitment and Social Support. After the incident, as a result of which the man was hospitalized with serious injuries, the law enforcement system did not react properly. And an attempt to protect his rights through the court ended in refusal.

The evening of March 20, 2025 ended with a brutal attack for the pensioner. Unknown individuals approached him on the street, introducing themselves as employees of the CCC. They demanded to show their documents, but the man did not have them with him. Mykhailo asked to call the police, but another group of CCC representatives arrived instead. Then, according to him, the beating began - blows to the face, head and body, after which he was forcibly put in a car and taken to the CCC building.

He was kept inside until his age was determined — 65 years, which is higher than the mobilization age limit in Ukraine. The day after the incident, the man felt unwell and went to the hospital. Doctors diagnosed him with a traumatic brain injury, concussion, chest contusion, neck injury, and high blood pressure. He remained in the hospital until March 27.

Mykhailo filed a police report only on May 7, later than the Criminal Procedure Code allows for filing a complaint about law enforcement inaction. The police did not register a criminal case, did not interview the victim, and only “checked.”

Mykhailo L. tried to get a response through the prosecutor's office, but the complaint was forwarded from one institution to another. Finally, he went to court with a complaint about the investigator's inaction, but here too he was refused: the Kaniv court returned the complaint due to violation of the ten-day filing deadline, finding no grounds for renewal.

In his appeal to the Cherkasy Court of Appeal, the man stated that the delay was due to his poor health and morale, as well as prolonged attempts to resolve the issue amicably. However, the Court of Appeal dismissed the complaint, citing the frivolity of the reasons for the missed deadline.

Thus, despite serious injuries and allegations of violent actions by representatives of the CCC, legal prosecution of the suspects has not yet begun. And the victim himself continues his fight at the level of higher judicial instances.
