LLC "AnVa" again participates in the tender for equipment for the Armed Forces of Ukraine despite the investigation

On August 5, the Ministry of Defense of Ukraine announced another tender for the purchase of 45,000 winter windproof and waterproof trousers for the Armed Forces of Ukraine for the amount of almost 98 million hryvnias. This is the fifth attempt to provide the military with this equipment, but the expected cost of one unit has increased significantly - to 2,174 hryvnias, which is 25% more than during the April auction and last year's contracts. At the same time, the delivery date has remained unchanged - until November 28, which calls into question the feasibility of fulfilling the order within the established deadlines at a growing price.

The previous tender, announced in July 2025, effectively failed: seven out of eight lots did not receive any offers, and the only participant — AnVa LLC — offered a minimum discount of 0.3%. AnVa, which specializes in government contracts, has a long history of winning contracts: since 2017, the company has won government orders worth over 3.2 billion hryvnias. At the same time, AnVa is involved in criminal proceedings by the State Bureau of Investigation on suspicion of embezzlement of budget funds during the purchase of property for the military in 2023. This raises serious doubts about the transparency and legality of new tenders with its participation.

A 25% increase in unit price under tight budget constraints and constant delivery times indicates problems with procurement planning and efficiency. This situation indicates low competition in the market and the likely influence of the contractor on the formation of the expected cost. The risks of delays and potential deterioration in product quality also increase, which could negatively affect the timely provision of the military with the necessary equipment in the midst of hostilities.

This situation requires close attention from state regulatory bodies and the public. It is extremely important to eliminate possible abuses in tender procedures, ensure fair competition and control over compliance with delivery deadlines. Openness and transparency of procurement remain key factors for the effective use of budget funds and support of Ukraine's defense capabilities.
