The Qualification and Disciplinary Commission of Prosecutors has decided to dismiss two prosecutors who filed for fictitious disability to receive pension payments.
These are Serhiy Nakonechny, a prosecutor of the Kamianets-Podilskyi District Prosecutor's Office, and Taras Horobets, a prosecutor of the Khrystynivka Department of the Uman District Prosecutor's Office. In 2020, both achieved the establishment of group II disability, which allowed them to receive pensioner status and receive payments.
During this time, Nakonechnyi received over 1 million UAH in pension, and Gorobets received 477 thousand UAH.
The investigation found that Nakonechny initially tried to apply for a long-service pension, but was refused. After that, he pressured a surgeon at a local hospital, insisting on hospitalization and a diagnosis that would provide grounds for referral to the MSEC.
As a result, the Kamianets-Podilskyi Inter-District Social Security Commission groundlessly assigned him a lifelong disability group II. A similar situation occurred with prosecutor Gorobets, who was also recognized as a disability group II.
In 2025, an inspection showed that both prosecutors were actually healthy. Their disability was canceled, and criminal proceedings were opened against the doctors who made the relevant decisions. The expert therapist of the Kamianets-Podilskyi MSEC and the head of the Cherkasy regional MSEC were suspected of official forgery.
The prosecutors themselves are suspected of fraudulently embezzling budget funds on a particularly large scale. Their guilt has not yet been proven in court.
In their explanations to the KDKP, Nakonechny and Gorobets stated that they did not consider their actions to be a violation. They insisted that they did indeed have certain health problems, but did not know whether their conditions met the requirements for disability. Gorobets denied any pressure on the doctors and suggested that the violations could have been committed by MSEK employees.
Despite this, the KDKP decided to dismiss both prosecutors from their positions.
