In the Holosiivskyi district of Kyiv, fairs are held every week according to the schedule approved by the executive body of the Kyiv City Council. But the facade of organization hides systemic irresponsibility, abuse and direct neglect of standards.
According to the first quarter of 2025, out of 10 738 accessible commercial places were actually employed only 7 067, which is just over 65%. 5 287 economic entities took part in the fairs, and UAH 2.2 million was received to the budget of the district. At the same time, potential budget losses amounted to more than UAH 2.8 million. The reasons are not only in inefficient administration, but also in a possible deliberate limitation of the number of participants to control financial flows.
However, the situation with sanitary and veterinary safety is even more serious. Massive facts of trade in meat, fish and dairy products without refrigeration equipment, quality certificates and mandatory veterinary examination. Often products are sold simply from machines prohibited by fairs.
On the shelves near fresh vegetables - industrial pickles, there are no distances between different groups of goods, and trade in tents is conducted with gross violations of sanitary requirements. This creates serious risks to the health of the residents of the area.
Another alarming aspect is the complete inaction of the State Consumer Service in Kiev. The body responsible for the control of food safety has actually been self -escaped from its duties.
This may be explained by the political and power patronage provided by the head of the Holosiivskyi district state administration Sofia Dunaevskaya and the head of the Holosiivsky police department Araik Kochkadamyan. According to available information, they create the conditions for the existence of shadow schemes, from which individual officials benefit.
