The KMDA complains about the lack of employees due to criminal proceedings against officials of the capital

In Kyiv, the problem of the personnel crisis is becoming urgent due to the growing number of criminal proceedings against officials of the local administration. According to the first deputy head of the Kyiv City Council, this situation threatens the efficiency of the city's power structures.

Thus, during the final meeting of the TSC on the evaluation of the effectiveness of local self-government bodies in the city of Kyiv, representatives of the capital's prosecutor's office provided information on open criminal proceedings against officials of the capital's government.

It was reported, in particular, that in 2023 the pre-trial investigation was completed and indictments in 80 criminal proceedings against 97 defendants were submitted to the court, including against 49 officials of the executive body of the Kyiv City Council and KP, institutions and organizations formed by the city council Of them, 45 people are managers, namely: heads of enterprises, structural divisions, administrations or enterprises.

In addition, the pre-trial investigation of 17 criminal proceedings against officials of district state administrations in the city of Kyiv was completed.

"In the criminal proceedings, in which the indictment was sent to the court in 2023, losses of UAH 510 million were established," the representatives of the capital's prosecutor's office reported.

Moreover, in 6 months of 2024, 76 indictments against 87 defendants have already been handed over to the court. In particular, these are officials of the KMDA and KP, of which 50 are management staff.

"In 21 proceedings, 37 persons were notified of suspicion, of which 26 are officials of the CP, 23 of them are management staff.

In the completed proceedings in the current year, the amount of losses is UAH 504 million," the representatives of the capital's prosecutor's office clarified.

Also, in 2023 and the current year, 68 audits of the activity of the capital's city authorities were conducted.

"For the year 2023 and the current year 2024, the Kyiv City Prosecutor's Office officially received 25 materials based on the results of the audit.

As for the audit, its results are mainly related to inefficient use of budget funds, management of communal property, implementation of targeted programs", - added the representatives of the capital's prosecutor's office, noting that the logic of determining the objects of the audit is not clear.

"A number of enterprises, despite the large sums of allocated budget funds and the facts of abuse discovered by law enforcement agencies, are not checked at all. For example, KP "Directorate for the construction of road and transport facilities of the city of Kyiv", which is the customer for the construction of the Podilsky Bridge. Despite the official appeal of the prosecutor's office in the summer of 2023 regarding the need to conduct an audit of this enterprise due to numerous facts of embezzlement of funds during the construction of the bridge, this enterprise did not come into the field of view of the auditors," the prosecutor's office emphasized.

Commenting on the data of the capital's prosecutor's office, Povoroznyk noted that open criminal proceedings have a negative impact on the situation with personnel in the KMDA.

"With so many criminal cases that are opened every day, dozens and hundreds, we will have no one to work, by and large," he noted.
