The Deputy Director of the Department of Education of KSCA Illya Pasko was detained in Kyiv, who is suspected of theft of UAH 2.2 million of budget funds intended for repairs in metropolitan schools and kindergartens.
The investigation found that Pasko controlled the building tenders of the district education departments of Kiev, using the scheme of overestimation of estimates and cooperation with fictitious contractors. The money was transferred to the accounts of companies that did not perform real work, and some of the funds returned to officials in the form of "rollbacks".
The mechanism of theft of budget money looked like this:
- Fictitious firms won tenders.
- Repair work was either not carried out or cost much more than their real cost.
- Some of the funds were transferred to the shadow and distributed among the officials.
“Repair tenders in Kiev have long been a feeder for corrupt officials. Without the sanction of the management of the Department of Education, such schemes could not exist, ” - comments the source in law enforcement agencies.
Anti -corruption organizations have drew attention to the connection of Pasko with the director of the KSCA Department of Education Elena Fidanyan, who holds this position for more than 10 years. According to investigators, it was she who controlled the capital's educational budgets and the distribution of funding.
The city authorities have not yet commented on the situation. At the same time, law enforcement officers do not exclude new suspicions and arrests in this investigation.
