The police of the Kyiv region announced the damage to the fifth employee of the Gostomel settlement military-civilian administration in connection with the embezzlement of funds seized for the restoration of destroyed housing as a result of the war. This case is one of the largest in the history of the region in recent times, concerning the improper use of state funds for the restoration of infrastructure as a result of hostilities.
According to the report, among the suspects are the ex-deputy head of the Gostomel settlement military-civilian administration, the former head of the department and three of its employees.
They signed a number of contracts with a contractor, but the owners of private houses completed the restoration work at their own expense.
The National Police said that in order to restore residential buildings, the administration concluded a number of direct contracts with a fictitious company that allegedly specializes in repair and residential construction.
The estimate of these deals ranged from UAH 100,000 to UAH 500,000. In total, the company received over 6 million hryvnias from the budget to its accounts.
The contractor had to restore dozens of damaged buildings in a matter of months - replacing the roof, windows, facade, etc. However, officials entered information about their scope and cost into the acts of completed works, which did not correspond to reality, after which they signed the documents.
As a result, the affected owners of private houses finished the restoration work at their own expense.
To date, only six agreements concluded from February to May 2023 amount to UAH 650,000 in losses confirmed by the expert examination.
The police officers are investigating the involvement of those involved in more than 40 episodes of illegal activity. According to preliminary estimates, the amount of damage may reach tens of millions of hryvnias.
During searches of the office premises and residences of the suspects in Kyiv and the Kyiv region, the police seized 150,000 dollars, official documentation of financial and business activities, seals, computer equipment, cars, mobile phones and "draft" records.
