The Council discussed the identification of mobile subscribers as a means of fighting hostile drones

The Subcommittee of the Verkhovna Rada on Cyberspace Security has considered the possibility of introducing mandatory identification of all mobile users - both new and valid. The initiative is discussed within a set of measures to combat the use of Ukrainian mobile infrastructure by Russian drones.

This was reported by the Committee on National Security, Defense and Intelligence on Facebook. Representatives of defense forces, intelligence agencies, as well as mobile operators joined the discussion.

The new threat is a familiar tool

It is known that Russian drones-Kamikadze, including "Shahda", is increasingly used by Ukrainian SIM cards to navigate or transmit signals. This fact is confirmed by the study of the fragments of the whipped UAVs. The lack of identification of a large part of the subscribers creates the opportunity for the enemy to act anonymously through civil mobile infrastructure.

Actual anonymity on the network

Subcommittee Chairman Oleksandr Fedienko stated that more than 80% of subscribers remain unidentified. And even those numbers that are "tied" to banks, from the point of view of state security, are not considered securely verified.

"This means that millions of subscribers can be a light target for fraud or for enemy special services," Fedienko stressed.

Temporary measures during the war

Among the proposed decisions is the limitation of communication in certain territories during air anxiety, as well as the mandatory identification of all SIM cards. Such steps may require the adoption of unpopular but necessary legislative changes, in particular - for the period of martial law.

According to Fedienko, it is not only about counteracting drones, but also about the protection of personal data of citizens.

What's next?

No specific decisions have not yet been made, however, the results of the meeting are scheduled for the first practical steps. The legislative initiative can be submitted in the near future. After changing the changes, mobile operators will be obliged to fully identify their customers, which will require large -scale work at the level of the whole country.
