The incident occurred on Friday, August 15, during a session of the Rivne City Council. A conflict arose between deputies and local entrepreneurs over the construction of a paid parking lot on the territory of the "Dykii" market. According to the kiosk owners, the work was carried out without warning, and they were also threatened with the demolition of the shopping arcades. Because of this, some of the dissatisfied Rivne residents entered the city council building, while the rest remained to protest on the street.
The local Telegram channel "Rivne 1283" published a video showing that during the conflict, MP Volodymyr Valiavka hit a 39-year-old businessman with his head. The victim contacted law enforcement officers, who opened criminal proceedings under Part 1 of Article 125 of the Criminal Code of Ukraine (inflicting minor bodily harm).
According to the investigation, the clash was partly provoked by a group of businessmen. A pre-trial investigation has been initiated against them under Article 293 of the Criminal Code of Ukraine (violation of public order). After a break was announced, the conflict participants dispersed.
City Council Secretary Viktor Shakyrzyan noted on Facebook that the construction of the parking lot is necessary for safety reasons, in particular for access by doctors and rescuers. Despite the protests of traders, the development of the site will continue.
We will remind you that the Economic Development Department of the Rivne City Council announced a competition for the construction of a parking lot on August 12, 2025. The area of the site will be 806 m², it is designed for 57 parking spaces and will operate daily from 8:00 to 20:00. The new parking lot is located under the bridge near the Dykyi market.
