According to the media , Alexander Kovtunov was born in Kursk. The work biography began as a nurse of a children's regional hospital in Kropyvnytskyi. In 2001, he became a commercial director in PE "Kirovohrad Nefta Company", then he was the head of LLC "Stalon Plus", assistant consultant of the People's Deputy of Ukraine, Head of the Bankruptcy Sector in the Kirovograd Region of the State Department of Bankruptcy.
In 2012, Kovtunov became an adviser to the Head of the Kirovograd Regional State Administration, then the Deputy Head of the State Eco -Inspectorate in the Kirovograd Oblast, Director of the Department of Ecology and Natural Resources, and since 2020 - FOP. Since April 2022 he worked as Deputy Chairman of the Darnytsia Regional State Administration.
