In May 2025, the responsibility for violation of the rules of mobilization and military accounting in Ukraine increased significantly. According to the Kadrex portal, the most common type of punishment remains a fine, but its size has grown to tens of thousands of hryvnias.
Who and for what can be a fine
Violation of the legislation on mobilization training is classified as administrative or criminal offenses.
Criminal liability occurs in cases where the conscript does not appear on the call of the military or mobilization order, which requires arrival at the Armed Forces Training Center.
In all other cases, for example, for non -compliance with accounting requirements, submission of false information or late data updating, administrative liability is applied - a fine.
The biggest penalties are for officials
The largest financial sanctions are provided for officials responsible for mobilization processes. In wartime:

For ordinary citizens, the fine is from UAH 17 to 25.5 thousand;

for officials - from 34 to 59.5 thousand hryvnias.
This applies not only to ignoring the stories, but also to the violation of military accounting responsibilities, the late provision of mobilization reserves lists, or to refuse to provide employees with the passage of VLK.
Control is increasing
The government emphasizes the need for strict compliance with the legislation in the conditions of martial law. The strengthening of penalties has not only a punitive but also a preventive function: the state tries to streamline mobilization processes and increase the responsibility of both individuals and employers.
