The Cabinet of Ministers decided to introduce three electronic state registers for the process of rebuilding and restoring the country. These registers will become parts of the urban cadastre at the state level, which will soon be put into pilot operation.
This was reported by Olena Shulyak, head of the Committee on Organization of State Power, Local Self-Government, Regional Development and Urban Planning, head of the Servant of the People party.
In particular, these registers include the Unified State Register of Administrative and Territorial Units (UEDRATO), the Unified State Register of Buildings and Structures (UEDRBS), and the Unified State Register of Addresses (UEDRA). The introduction of these registers will contribute to the further digitization of the construction sector and the reduction of corruption risks.
Olena Shulyak noted that the launch of state registers will take place within the framework of an experimental project within two years. This became possible thanks to the implementation of Law No. 2486-IX, aimed at ensuring the requirements of civil protection during the planning and development of territories. The developer of the law was the Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, and the executor was the Ministry of Development of Communities, Territories and Infrastructure of Ukraine.
The parliamentarian explained that the new registers are necessary for the unification of information on administrative-territorial units and addresses of real estate objects. This will help organize information on urban planning, property rights and accounting of buildings and structures.
Shulyak also noted that thanks to the electronic system, it was already possible to achieve a significant anti-corruption effect. The launch of new registers as part of the Unified State Register will contribute to the further growth of this indicator.
