The Verkhovna Rada of Ukraine is preparing amendments to the legislation on mobilization, which provide for increased control over conscripts and an update of the military registration system. The key task of the new initiatives is to identify citizens who have not updated their data at territorial recruitment centers.
According to preliminary estimates, there are approximately one million men who have actually dropped out of the current registration. It is this category that will be the main target of checks in the near future.
To determine the location of such individuals, it is planned to more actively use state registers, in particular the registration number of the taxpayer's registration card. This approach will allow comparing data between different databases and more accurately identify citizens who are subject to military registration but have not fulfilled their duties.
The parliament believes that this will not only update information, but also reduce the number of cases of mobilization evasion. At the same time, the government is trying to make the system more transparent and manageable so that planning the needs of the Armed Forces is more accurate.
Another important block of changes will be a review of the employee reservation system. This involves a possible reduction in the number of people who have a deferral from conscription.
The initiators of the changes explain this by the need for a more rational distribution of human resources. It is planned to conduct an analysis of the sectors of the economy to determine where the current level of booking is critically necessary and where it can be reduced without significant losses to the functioning of enterprises.
Thus, the state is trying to find a balance between the needs of the army and the economy, which continues to operate in wartime conditions.
The proposed changes are part of a broader reform of the mobilization and military accounting system. They are aimed at increasing the efficiency of human resource management, reducing abuses, and creating clearer rules for all participants in the process.
At the same time, experts emphasize that the implementation of such initiatives requires clear coordination between government agencies, as well as respect for citizens' rights to avoid excessive interference in private life.
