The Ministry of Environmental Protection and Natural Resources of Ukraine is actively working on the implementation of the national greenhouse gas emission trading system. According to plans, Ukraine should fully launch this system by 2026.
The deputy minister, Victoria Kireyeva, emphasized the importance of exempting Ukrainian business from paying the tax on CO2 emissions when exporting to the EU in 2026. Even in the face of modern challenges such as war, Ukraine has begun implementing its own greenhouse gas emissions trading (GHG) system. This ambitious project will not only contribute to the country's economy, but also meet Ukraine's obligations under Directive 2003/87/EC.
The plans for the current year include the submission of the draft law on the emissions trading system to the Verkhovna Rada of Ukraine, its adoption in the same year, the launch of the pilot regime of STV in 2025 and the full launch in 2026.
Viktoriya Kireyeva also reported on the completion of work on a detailed plan of measures for the creation of STV in Ukraine, including stages, time frames and necessary infrastructure.
The Deputy Minister also reviewed the achievements in the field of climate policy of Ukraine for 2023, including the update of the greenhouse gas emission monitoring system, the presentation of the Climate Policy vision at COP 28 and in Brussels, as well as the implementation of the strategy until 2035. A Climate Office was also opened in cooperation with German partners, and a plan to reduce methane emissions as part of the Global Methane Pledge initiative was approved.
