According to the authors of the video on the YouTube channel “Ladies in Law” by attorney Khrystyna Ochkur and Maria Levchenko, bill No. 10449 provides for “a very unpleasant change” for Ukrainian citizens who are abroad.
It is reported that any consular services abroad, including the replacement of a foreign passport, will be possible for those liable for military service only upon presentation of a military registration document.
“At the same time, the draft does not specify when exactly these men were supposed to leave abroad. This may apply not only to those who left after the start of the military conflict , but also before,” explained Khrystyna Ochkur.
The lawyer suggested that the new draft law on mobilization will, apparently, be approved.
“It hasn't been voted on yet, but it's clear that the matter will move in that direction quite quickly,” the lawyer explained.
It should be noted that the current legislation gives Ukrainian citizens who have gone abroad for more than 3 months a week to register for military registration. This applies to conscripts, those liable for military service, and reservists. Violation of this provision of the law entails a fine of 30 to 50 tax-free minimums. Repeated violation - from 50 to 100 minimums. The draft law on mobilization provides for a prison term for illegal border crossing. Currently, such an offense is subject to administrative liability.
As we can see, while in Ukraine, CCC employees indiscriminately "shove" men, seeing them only as a resource for implementing the plan, and law enforcement and judicial bodies simply turn a blind eye to the lawlessness of military commissars, compatriots who have gone abroad should definitely not relax. After all, the new draft law on mobilization turned out to be even worse than the previous one - it not only did not lose its anti-people character, but if adopted, it will greatly complicate the lives of Ukrainians liable for military service.
