Ukraine has the most acute personnel shortage among working professions in areas such as construction, transport and industry. According to estimates, the coming years will require a significant increase in skilled labor to restore the economy after the war.
This was stated by the Director of the State Employment Service Yulia Zhovtyak, commenting on the situation in the country. She noted several key causes of personnel deficit:
- Structural unemployment - before the war in Ukraine, an underestimation of a number of working specialties, which were not popular because of stereotypes about low wages and unpretentiousness, has already been underestimated.
- War and migration - the temporary occupation of territories in eastern Ukraine and the movement of part of the labor force led to a situation where people who have previously worked in such industries as miners' were in regions without demand for their specialty.
- The economic consequences of the invasion - the destruction of enterprises and the reduction of economic activity have greatly influenced the employment structure in the country.
The largest staff shortage is observed in the following areas:
- Construction - because of the need to restore infrastructure and housing stock, the search for skilled workers in this area is extremely important.
- Transport - lack of drivers, mechanics and transportation specialists.
- The processing industry is a lack of technical personnel, including machine operators, welders and engineers.
- Health care - demand for junior medical staff, nurses, doctors is increasing.
- Social sphere - due to military challenges, the need for social security workers has increased significantly.
The Ministry of Economy estimates, in the next 10 years, labor shortages can reach 4.5 million people. Given the expected large -scale restoration of the economy after the war, the demand for workers in industries such as construction, energy, transport and health care will only grow.
The main directions to solve the problem:
The State Employment Service is already actively working on a personnel crisis. Among the main areas of work are the promotion of working professions, the development of vocational education and the support of internally displaced persons. This includes cooperation with educational institutions, business, media for the formation of a new image of working specialties, as well as training and retraining of specialists in accordance with the current needs of the market.
