Ukrainians continue to accumulate debts: there are already 9 million debtors in the Unified Register

In Ukraine, the debt situation is gaining serious momentum. Since May 2024, the number of new debts recorded in the Unified Register of Debtors has increased by 360,000. To date, the register already contains more than 8.8 million records. The whole year does not stop the upward trend: since the beginning of the full-scale war in Ukraine, the number of debts in the register has increased by almost 2 million.

The main reasons for such mass registration of debts are fines for violating traffic rules (TDR) and administrative offenses. According to Opendatabot, the largest share in the register is precisely fines for traffic violations, which amount to 1.8 million records or 21% of the total number. This is followed by fines for administrative violations — 1.7 million, which is 20%. In the third place in terms of the number of records is collection for the benefit of the state budget, which currently amount to 1.6 million or 18.5%.

At the same time, debts for utility payments amount to 727,000, or 8% of the total amount of debts. This sector was also not left without attention, however, compared to other categories, its share is smaller.

Interestingly, more than 21% of debts cannot be accurately assigned to any of the aforementioned categories, which may indicate the diversity of debt sources and the ambiguity of some cases in the register.

In addition, there is a significant increase in property foreclosures under executive documents - 24% more than before. The number of such cases reached 15.6 thousand. The number of confiscations in criminal cases (excluding corruption cases) also increased by almost 17%, reaching 11.8 thousand.

This rate of growth of debts indicates the growing financial pressure on Ukrainians in the conditions of war and economic difficulties. Most of the debts become difficult to pay, and accordingly, the state authorities actively work on their recovery, which creates an additional financial burden for the population.
