The Government of Ukraine has adopted new rules for payment of electricity for consumers who use electric heating installations. As Prime Minister Denys Shmyhal reported in Telegram, consumers will now pay a preferential tariff of UAH 2.64/kWh for volumes up to 2 thousand kWh per month. Volumes exceeding this limit will be paid at the standard rate — UAH 4.32/kWh.
During the heating season, from October 1, 2024 to April 30, 2025, the government kept the electricity tariff for the population at UAH 4.32 per kWh. For those who use electric heating installations, there is still a preferential tariff of UAH 2.64/kWh for volumes up to 2 thousand kWh per month.
Previously, consumers who exceeded this limit had to pay the full tariff for the entire amount of electricity consumed. The new regulation changes this situation by allowing excess volumes to be paid for separately at differentiated rates.
According to Denys Shmyhal, the new rules were introduced using the mechanism of public special obligations (PSO). This decision is part of the strategy to support citizens in the winter period and is aimed at reducing the financial burden for those who are forced to consume large amounts of electricity due to heating.
On May 31, 2024, the government raised electricity tariffs for the population by 60%, setting the price at UAH 4.32/kWh. At the same time, the idea of supporting a reduced tariff for consumers who use less than 100 kWh per month did not receive support.
The introduction of a preferential tariff for part of the consumed electricity allows to partially compensate for the increase in heating costs. The innovation also creates a fairer playing field for households that need more energy for heating in the winter.
The government's decision is a step towards balancing the interests of consumers and the need to support the country's energy system in conditions of increased loads.
