The Minister of Defense of Ukraine Rustem Umyerov signed a submission to the Cabinet of Ministers regarding the dismissal of several deputy ministers of defense, as reported by the press service of the Ministry of Defense. Among the persons affected by the changes are Stanislav Hayder, who will take over the position of head of the Minister's Office, as well as Oleksandr Serhiy, Yuriy Dzhigyr, and Lyudmila Daragan, who will take over the position of State Secretary.
Personnel changes and reforms
According to Umyerov, the Ministry of Defense of Ukraine functions in wartime as a closed perimeter, where all processes must be clear and controlled, and any attempts at external or internal influence are unacceptable. It is in this context that personnel changes are carried out.
The minister also promised to announce new appointments, including deputy ministers, in the near future.
Reforming the defense procurement system
In addition to personnel changes, Rustem Umyerov drew attention to reforming defense procurement. In particular, "Spetstechnoexport" (STE) is transferred from the Main Directorate of Intelligence (GUR) to the Ministry of Defense. He emphasized the need to complete the process of cleaning up the procurement system in close cooperation with law enforcement and anti-corruption agencies.
The reform of the Defense Procurement Agency (AOD) and the State Rear Operator (DOT), which are approaching NATO standards, are also continuing. Umerov announced the creation of supervisory boards for these structures in the near future.
