The Antimonopoly Committee of Ukraine established a conspiracy between two companies during the public procurement of uniforms for the regional clinical center of emergency medical care and disaster medicine in Ivano-Frankivsk region. According to the results of the investigation, LLC "Textile Group" and Special Trade LLC were fined 68 thousand hryvnias each.
It is a tender that took place in 2023. It was attended by four participants: FOP Oleg Mosiychuk, UMTK Trade LLC, as well as the two mentioned companies, which, as it turned out, acted agreed. The highest price in the auction was offered by Textile Group Company - UAH 1.1 million. The lowest proposal came from the special trade of Trade - 883 thousand hryvnias. It was with it that they concluded a contract for the supply of 718 sets of summer suits and fleece jackets for doctors.
The price of one summer kit (pants and jacket) was 1232 hryvnia, and the fleece jacket cost 817 UAH per one. Despite the economically advantageous proposal, the AMCU investigation proved that the participants coordinated their actions in advance, violating the rules of fair competition.
According to Opendatabot, both companies have a connection with Ivano-Frankivsk. The founders are Oksana Kidik and Alexander Widen. Despite the conspiracy, the amount of the fine - only 68 thousand hryvnias for each company - raises questions about the efficiency of antitrust influence on the business that participates in public procurement.
