The head of the National Agency for the Prevention of Corruption (NAPC) Viktor Pavluschyk spoke about the new mechanisms for monitoring the declarations of officials, which allow identifying potential violations and inconsistencies in financial reports. According to him, automated verification systems provide logical and arithmetical control, which makes it possible to analyze the reality of declared assets.
Automated checks include a number of rules that help determine whether a person has the ability to accumulate the funds claimed. If a person cannot confirm his financial capabilities compared to previous declarations, such a declaration receives a high risk rating and may be subjected to a detailed analysis.
Pavluschyk emphasized that the NAKC does not conduct searches or interrogations; their work is focused on verifying documents and data from registers and databases, as well as obtaining explanations from persons subject to verification.
The head of NAZK cites vivid examples when declarants indicated significant amounts of cash, the sources of which were not confirmed. One of these cases was the investigation of the declarations of the mayor of Ochakov, in which signs of illegal enrichment in the amount of more than UAH 12 million were found. Unreliable declaration in the amount of more than UAH 3 million was also discovered. During the war, the official and his wife bought an apartment in Spain worth more than UAH 5 million, and also received gifts in the form of cash in the amount of more than UAH 12 million from the mother, whose legal income does not confirm the possibility of such gifts.
In view of these facts, the National Police initiated criminal proceedings under the articles "illegal enrichment" and "introduction of notoriously inaccurate information to the declaration". This indicates the intensification of the fight against corruption and abuse in Ukraine, as well as the fact that the declaration control mechanisms are working, fulfilling their purpose - ensuring transparency and accountability.
