The Verkhovna Rada supported the first reading of the draft law "On Amendments to Certain Laws of Ukraine on Stimulating the Participation of State Bodies and Local Self-Government Bodies in the Implementation of Programs and Projects of International Technical Assistance and Cross-Border Cooperation." This was announced by the first deputy head of the Verkhovna Rada Committee on Tax and Customs Policy, People's Deputy from the "Voice" faction Yaroslav Zheleznyak in Telegram.
The project provides for the establishment of payment to officials of state authorities and local self-government bodies for additional workload in connection with the performance of duties under projects (programs) financed from budget support, aid and grants of the European Union, governments of foreign countries, international organizations, donor institutions. The size of such payments may not exceed 50% of the average salary of such officials provided for in the budget of the project (program).
Funds for the payment of additional payments will be made from budgets within the framework of aid programs and grants from international partners. The establishment of such additional payments will be carried out by the heads of the civil service at the request of the direct supervisors of the employees.
According to the latest data of the State Statistics Service, in 2023 the average salary in the economy amounted to UAH 17,442, which, compared to 2022, marked an increase of 17.5% (+ UAH 2,594) in nominal terms and by 4.1% in real terms (taking into account average inflation).
