Martial law and mobilization in Ukraine have been extended until February 2025. All men eligible for military service are subject to conscription, except for those who have reservations or legal grounds for deferment. One of these grounds is an established disability.
According to Article 23 of the Law of Ukraine No. 3543, persons with disabilities cannot be mobilized even during wartime. The law does not establish a division into groups - the very fact of having a disability gives the right to a postponement of mobilization. At the same time, people with disabilities can voluntarily sign a contract for service in the Armed Forces of Ukraine, if their health allows it.
However, it is important to have not only the status, but also an officially issued deferment. If it is not documented, a person may be considered a conscript. Previously, registration required contacting territorial recruitment centers, but in November the procedure was changed.
Now the procedure is carried out through the Central Administrative Service Center. For the first registration, you need to contact the administrative services center and give the employees a package of documents: a military registration document, a certificate from the Social Security Administration (form 157-1/o), copies of your passport and code. Then all materials are transferred to the Central Administrative Service Center without the citizen's participation.
If approved, the deferral will appear in the Reserve+ app — usually within a week.
The length of the deferral depends on the disability group and health status. Some men remain exempt from conscription for life, while others must undergo a re-examination every six months or a year. If during re-commissioning the man is found to be healthy, the deferral is terminated and he becomes fit for service.
In the "Reserve+" application, the disability deferral is automatically extended. If the reasons have not changed, the citizen receives a corresponding notification without the need for additional applications.
