Vyshneve will spend 269 million on the reconstruction of the building—the contractor received all contracts without competition

The municipal enterprise "Main Department of Communal Services" of the Vyshneve City Council, without holding a tender, ordered additional work from the consortium "Construction and Design Consortium" for the amount of almost 85 million hryvnias. Thus, the total cost of the reconstruction of the building at 11 Svyatoshynska Street in Vyshneve increased to 269 million hryvnias. This is evidenced by data from the "Prozorro" system.

The project involves the reconstruction of a former cinema, which is planned to be transformed into a multifunctional public building. It will house an administrative services center, a city council session hall, local government offices, a museum, and a shelter for 250 people.

The project has a long and scandalous history. Back in 2023, the company "Maxima Bud" was awarded the reconstruction contract for 193 million hryvnias, but after the publication of the investigation by "Our Money", the contract was terminated without payment. In 2024, the tender was held again - the winner was LLC "Nidcom" with a price of 186 million hryvnias, but this contract was also later canceled without explanation.

In January 2025, a new contract was signed by the Construction and Design Consortium — already for 184 million hryvnias. The cost reduction was explained by the replacement of expensive aluminum windows with cheaper metal-plastic ones. However, now, according to new additional works, aluminum windows have been returned again — at inflated prices.

Thus, almost 10 million hryvnias were invested in window blocks with an aluminum profile at a price of over 23 thousand hryvnias per square meter, while the market value of similar products is 38–80% lower. The probable overpayment may reach about 4 million hryvnias. The estimate also includes expensive office partitions, a glass enclosure for the atrium, and the operation of a diesel generator at an inflated price.

The director of the CP is Ruslan Lysenko, the mayor of Vyshneve is Ilya Dikov. The "Construction and Design Consortium" itself was created only at the end of 2024. It is headed by Iryna Voskolovych, and among the participants are the companies "Orion Build", "Svit Line", "Engineering and Installation Company "Svit-Line"" and "AMK Engineering". All of them are connected through common founders and have already received two contracts from the same customer with a total value of over 269 million hryvnias.
