For the period of mobilization in Ukraine, a list of persons authorized to check military registration documents of men aged 18 to 60 has been determined. This was announced by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets.
According to the new rules, verification of military registration documents can be carried out in the border zone, controlled border area and at checkpoints across the state border by representatives of the State Border Service, as well as at the place of residence, work or study - by authorized representatives of territorial recruitment and social support centers (TCK and SP) or police officers.
Representatives of the CCC, police officers or other authorized persons must state their full name, position and present their official ID. They have the right to request military registration documents along with an identity document. The entire process is accompanied by photo and video recording.
During data reconciliation, the citizen's eligibility for military service, his personal data, and the data of the military registration document in the "Oberig" registry are checked. If violations of military registration are detected, the citizen must go to the CCC to clarify the data and undergo a medical examination.
In case of refusal to receive the summons, the authorized representative draws up an act of refusal, which is signed by at least two members of the notification group. In case of refusal to proceed to the CCC, the police officer carries out an administrative detention.
Military registration documents issued before May 18, 2024 remain valid. Men aged 18-60 are required to carry a military registration document and present it upon request by representatives of the CCC or a police officer.
Lawyer Tetyana Danylenko emphasizes that summonses may be served to clarify data if there are discrepancies between the military registration document and the data of the Unified State Register of Conscripts. Refusal of the summons entails legal liability.
