After a night-time combined attack on energy and gas facilities in several regions, Naftogaz is urging the population to save money — while journalists and investigators have access to data on significant payments to the company's top managers and financial schemes that raise questions.
According to the published information, the total amount of remuneration paid to five members of the board and six directors of Naftogaz for 2024 amounted to UAH 81 million - that is, an average of about UAH 7.3 million per top manager per year (approximately UAH 613.3 thousand per month). For comparison, the average salary in Ukraine is about UAH 26.5 thousand.
Through a system of affiliated structures, Naftogaz sold gas at prices below market prices — a mechanism that, according to the authors of the materials, allowed the difference to accumulate in the accounts of controlled private companies. In the period 2020–2024, according to the data provided, JSC "GTS Operator" transferred about UAH 48 billion to NAC as compensation for the transit of Russian gas to the EU; these amounts, according to investigators, were not reflected by Naftogaz as its own income in its financial statements, and accordingly, no taxes and dividends were paid on them.
Based on the above circumstances, investigators of the capital's police have opened pre-trial proceedings — proceedings No. 12025100000001296 under Part 1 of Article 364 of the Criminal Code of Ukraine. However, the progress of the investigation is slowing down and the case is actually being hampered.
In parallel, the regions are recording the destruction and shutdown of critical facilities after night attacks, which is why the company and the authorities are calling on citizens to be frugal with gas supplies and save consumption as much as possible. The contradiction between public appeals for savings and the published amounts of payments and financial schemes is intensifying the public outcry.
