In September 2025, the current reservation rules will continue to apply in Ukraine, but for many men, the risks of losing their deferral are increasing. This applies even to those who previously had a legal right to it.
The right to reservation remains only for employees of critical enterprises. Management can issue a deferral for no more than 50% of the staff. The decision is made by the employer and prepares the relevant documents. At the same time, reservists — that is, former military personnel — are not subject to reservation.
Even if there are grounds such as disability, three or more children, caring for a relative, or the status of a prisoner or deceased loved one, the deferment will only be valid if you are properly registered with the CCC and have correctly executed documents. If these requirements are not met, there is no right to a deferment.
The deferral may be canceled if the procedure for its registration is violated. It cannot be used by part-time students or those who are pursuing a second higher education. Parents with multiple children may also lose the right if they do not pay child support.
When applying for a deferment due to caring for a person with a disability, the presence of other relatives who are able to take on the care is taken into account. For example, if a sister can care for her mother, a deferment will not be granted to a brother.
On September 3, the Verkhovna Rada passed a bill allowing the hiring and booking of military conscripts who are not registered with the CCC or are wanted. Such a deferment will be valid for only 45 days from the moment of concluding an employment contract and can be granted once a year.
Another bill — No. 13634-1 — provides for new rules for students and teachers. If it is supported, the deferral will be available only to those who are acquiring a new level of education for the first time, and only in full-time or dual form. It will be valid within the terms of the educational program.
The Ministry of Defense is preparing to launch an automated system for extending deferrals through the “Reserve+” application. For it to work, it is necessary that state registers contain all up-to-date data on those liable for military service.
