Manganese in the Dnipropetrovsk region has been under the constant terror of the Russian army for over three years. Daily shelling, drones from the occupied Energodar, interruptions with water and electricity - all this has become a new life rate for residents of the city. But against the background of this struggle for survival, the local authorities seem to have found a way to make it.
The central person involved is the mayor of Manganese Gennady Borovyk. After the APS Power Technologi, which provided the city with heat, went bankrupt after the Private Company Power Techker Technologi, which provided the city with heat, and its six modern boilers bought the City Council. The new heat supply operator was the municipal enterprise "Combine of Utilities", headed by the former director of the same "APS Power Technologi" Gennady Ryabokonem. It was from this point that a large -scale business on the city budget began.
For a year and a half, the KP concluded 71 agreements for a total amount of UAH 123 million. Of these, more than UAH 112 million went to buy fuel pellets - biofuels for boiler rooms. The most interesting thing is that most of the money received only four entrepreneurs: Svetlana Sysoeva, Svetlana Ovdiy, Galina Pasichnyk and Alona Yefimova. And they are all directly or indirectly related to the boss itself.
Overavel of prices - by millions
Prices for pellets in combine contracts are strikingly higher than market. For example, in 2023 wood pellets bought 11 thousand UAH per tonne, while neighboring communities paid UAH 6.9 thousand. The total overpayment is over UAH 8.2 million.
In 2025, the situation worsened. New agreements with the same Sysoev and Ovdiy were concluded in the amount of UAH 76.8 million - the price is again doubled. Only after the start of the inspection of the State Judicial Service "Kotbin" hurriedly concluded additional agreements and reduced the cost of purchases by UAH 29 million. Formally - through "price fluctuations". But this "oscillation" occurred less than a day after the main contract.
