For the period of mobilization in Ukraine, a list of persons authorized to check military registration documents of men aged 18 to 60 has been determined. This was announced by the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets.
According to the new rules, verification of military registration documents can be carried out in the border lane, controlled border area and at checkpoints across the state border by representatives of the State Border Service, as well as at the place of residence, work or study by authorized representatives of territorial recruitment and social support centers (TCC and SP) or policemen.
Representatives of the TCC, police officers or other authorized persons must state their full name, position and present their official ID card. They have the right to request military registration documents together with an identity document. The whole process is accompanied by photo and video recording.
During data reconciliation, a citizen's eligibility for military duty, his personal data and military registration document data in the "Oberig" registry are checked. If violations of military records are found, the citizen must proceed to the TCC to clarify the data and undergo a medical examination.
In case of refusal to receive a subpoena, the authorized representative shall draw up an act of refusal, which shall be signed by at least two members of the notification group. In case of refusal to proceed to the TCC, the police officer conducts administrative detention.
The military registration document issued before May 18, 2024 remains valid. Men between the ages of 18 and 60 are required to carry a military registration document and present it at the request of representatives of the TCC or a police officer.
Attorney Tetyana Danylenko emphasizes that subpoenas can be served to clarify data if there are discrepancies between the military registration document and the data of the Unified State Register of Conscripts. Refusal of a subpoena entails legal liability.
