The only EU roaming: from 2026 Ukrainians will be able to use mobile communication in Europe without surcharges

Ukraine is approaching another important step towards European integration - the European Commission has recommended that our country annex to a single EU roaming space. If the EU Council makes the final decision, from January 1, 2026, Ukrainians will be able to call, send SMS and use mobile Internet in 27 EU countries at the same tariffs as at home.

This means the actual abolition of additional roaming tariffs for Ukrainian subscribers in the EU - and vice versa. That is, both the Ukrainians who are in Europe and the EU citizens who will come to Ukraine will use a link on uniform conditions.

What will change for users:

  • Calls, SMS and mobile data in EU countries are at domestic Ukrainian tariffs.

  • The speed of mobile Internet will not be reduced abroad.

  • Free access to emergency services in all countries.

  • The only rules for EU citizens who visit Ukraine.

The Chairman of the European Commission Ursula von der Liaan stressed:

“We strive for Ukrainians to continue to communicate with their family and friends everywhere in the EU without unnecessary difficulty. Therefore, we invite your country to join our roaming community. "

The final decision is now under the EU Council, which should agree on the relevant initiative. In parallel, mobile operators must complete the technical training so that the new rules have been launched since the beginning of 2026.

By that time, a temporary agreement between Ukrainian and European mobile operators, which operates until December 31, 2025, remains in force. It already allows Ukrainians to use mobile communications in Europe without significant surcharges.
