On August 8, the Council of the European Union adopted a decision to allocate 3.056 billion euros to Ukraine under the Ukraine Facility. The funds will be directed to the priority social and humanitarian needs of the state budget.
This was announced by the Prime Minister of Ukraine Yulia Svyrydenko, thanking the Danish EU Presidency for its support. According to her, this decision is a powerful signal of confidence in the course of reforms and Ukraine's ability to ensure stability even in the most difficult times.
The Ministry of Finance specified that in total, 19.6 billion euros have already been received by the state budget under the Ukraine Facility. About 12.5 billion euros of financial support are planned for 2025, of which 3.5 billion euros have already been attracted. The EU remains the largest donor of budget assistance to Ukraine - over three years, the amount of support has exceeded 53.5 billion euros.
The Ukraine Facility is a European Union financial assistance program worth €50 billion for 2024–2027. It includes state budget financing, investment incentives, and technical support.
As part of the EU Council's requirements, Ukraine was to implement a number of reforms in the areas of anti-corruption, public administration, regional policy, human capital development, agri-food sector, digitalization, environmental protection, and state asset management by the end of the first quarter of 2025. Kyiv has already completed 13 of the 16 planned steps. If all reforms are completed, the country will be able to receive 4.5 billion euros.
