On December 1, 2024, the winter support program was officially launched in Ukraine, under which citizens can receive assistance from the state in the amount of one thousand hryvnias. This program, known as "Zelensky's thousand", aims to support Ukrainians during the winter period, when the costs of energy and other services increase.
Money under the winter "eSupport" program can be used to pay for utilities, purchase medicines, books, medical services, education, transport tickets, etc. The money can also be donated to the Armed Forces or spent on charity. The amount received is not subject to taxation.
Assistance from the state can be received from December 2024 to February 2025. Payments can be made through:
- "Action" application from December 1, 2024;
- "Ukrposhtu" (offline payment) from December 4 without submitting a separate application.
- partner banks (offline) from December 10.
Registration is online
You need to submit an application for assistance in the "Action" application. It is necessary:
- in the "Services" section, select the "National cashback" service, and in it - "Winter is Support", press the "Start" button;
- choose for whom the payment is intended (for yourself or the child);
- if you are already a member of the "National Cashback" program and have opened a special bank account - the application will offer you to choose an existing account or open a new card;
- send an application for payment after checking the correctness of the data.
Funds will be credited within 10 days. You can spend the funds until December 31, 2025 inclusive.
How to get offline support
You can get the "presidential thousand" through "Ukrposhta", but this option is not available to everyone:
- pensioners over the age of 60 who receive payments through Ukrposhta;
- people with disabilities of the 1st and 2nd groups who receive a disability pension or social assistance through "Ukrposhta";
- people with disabilities since childhood, groups 1 and 2, who receive payments through "Ukrposhta";
- people who receive an allowance for caring for a child with a disability of subgroup A through Ukrposhta;
- people who receive all types of pension and social benefits through "Ukrposhta" in the territories of active hostilities.
If a person cannot submit an application for a thousand through "Diya" or the bank, it means that he is included in the list of payment recipients through "Ukrposhta" or the application was submitted earlier through "Diya" or the bank.
Funds can be used for:
- payment of utility bills;
- making payments for charitable organizations;
- registration of magazine and newspaper subscriptions;
- purchase of goods specified in the list of "Ukrposhta" (you can familiarize yourself with the branches);
- ordering medicines specified in the list of "Ukrposhta" (you can find out in the branches);
- purchase of printed publications;
- payment of postal services.
Funds can be used up to and including February 28, 2025.
Children's guardians, citizens who do not have an identification code, as well as citizens aged 65+ who do not have the Diya application can receive "Zelensky thousand" through the bank Full list of banks at the link.
We will remind you that in October, the President of Ukraine, Volodymyr Zelenskyi, announced new winter aid. From December 1, citizens residing in Ukraine will be able to receive one thousand hryvnias to pay for Ukrainian services and goods.
