From July 27 to August 3, more than 52,000 procurement notices for the total amount of UAH 16.27 billion were published in the Prozorro system. One of the key aspects discussed in this context is the new food supply agreements for the military.
New food supply contracts
According to the information published in the Prozorro system, the State Rear Operator of the Ministry of Defense of Ukraine continued to renegotiate agreements on the supply of food for the military. This became necessary due to the fact that certain firms could not cope with the supply to certain regions.
- In Kyiv and Kyiv region, a new tender worth 729 million hryvnias was won by Kontrakt prodrezerv 5.
- In the Rivne region, "Senders" LLC won for 407 million hryvnias.
Previously, the "United Food Group" consortium, which included the "Sanders" company, was chosen for these regions. However, according to "Our Money", the consortium could not cope with the supply in all the won areas. A similar situation happened with the "Grandpri" company, which failed to deliver food in the Donetsk region and was replaced by "Trade Granite Invest".
Food prices in new contracts remain lower than retail. For example, the price of eggs in new catalogs is:
- UAH 2.40 per piece for the Rivne region,
- UAH 3 for Donetsk region,
- UAH 3.10 for Kyiv region.
This contrasts with the average retail price in Ukraine, which is UAH 3.30 per egg (for unpackaged eggs). Previously, in some contracts for 2023, the Ministry of Defense indicated a price of UAH 17 per egg, while the market price, according to the State Statistics Service, was UAH 6.30.
Under the new agreements, food prices for the military have been reduced, helping to keep costs down while keeping supplies high. However, existing problems with the execution of contracts and loading of suppliers call into question the effectiveness of the system of provision and control over the execution of agreements.
