According to our source in the President's Office, the draft law on mobilization will be submitted for consideration in the second reading with changes, after the deputies will be given the opportunity to make amendments. The General Staff insists on speeding up this process in order to introduce the law from April, providing a mobilization resource of 20-30 thousand people every month.
By February 21, the deputies intend to amend the bill on mobilization before its second reading. Olena Shulyak, head of the Servant of the People party and head of the relevant committee, noted that there will be many amendments and they will cover a wide range of issues, including the involvement of graduate students, new recruiting methods and organizational measures at the local level. The issue of involving workers from various sectors, including economic and law enforcement, in mobilization will also be discussed.
People's deputy Yaroslav Zheleznyak announced the possibility of a significant number of amendments that could complicate the process. He hopes that the bill will be adopted by the end of February.
On the other hand, MP Dmytro Natalukha does not rule out introducing amendments regarding military pensioners and gun owners, as these issues are still being discussed. The idea of booking employees of enterprises for money is also being considered.
The new version of the draft law takes into account the possibility of mobilizing persons with a criminal record at their request. However, the Ministry of Justice advocates more radical measures. According to Minister of Justice Denys Malyusk, thousands of Ukrainian citizens with criminal records have expressed a desire to join the Armed Forces. This process is still being discussed, and now at least 50,000 people are not registered in the TCC and SP due to expungement of criminal records.
