Since the beginning of 2025, the Department of Defense Work of the Zaporizhzhya Regional Military Administration has concluded at least four contracts with recently created entrepreneurs for a total amount of more than 31 million hryvnias. All FOPs - Swintsytska, Sadovsky, Velika and Bilek - were registered in October -November 2024, and some have ties with the city of Fastov, Kyiv region.
Purchases were made without open auctions - under the pretext of "urgent military need". This made it possible to enter into contracts without competition and public tender. Only these FOPs, who won all orders, participated.
The subject of procurement was commercial goods that are not specialized military equipment: including DJI O3 video systems, electronic equipment and simulators. According to prices monitoring, the purchase price exceeded the market by 20-30%. For example, DJI O3 was purchased at UAH 13,500 per unit, when it costs from 9 300 to 12 000 UAH on the market. The overpayment in only one position was over UAH 1.2 million.
Another striking example is the FOP Sadovsky Roman Anatoliyovych, who received from the payment management of UAH 14.8 million for plastic containers for discharge PCM. However, this purchase was not published on time in the ProZorro system. The information appeared in violation of time or without proper explanation.
Contracts did not pass an independent audit or public discussion. The lack of technical characteristics in the part of the documentation makes it impossible to evaluate the efficiency of procurement. Moreover, in some cases, it is not even proven that the equipment is really used for military purposes.
These facts indicate systemic abuse under the pretext of martial law and urgent need that allow you to use budgetary funds without proper control, competition and transparency. At present, none of the agreements has become the subject of anti -corruption investigation or internal verification.
Defense purchases without competition and publicity run the risk of becoming a new source of large -scale corruption at a time when the army is critically lacking in true equipment.
