It is proposed to create an open online register of communal property in Ukraine

The draft law, which has already passed the first reading and may soon be considered in the second reading, provides for the introduction of an online property register for cities and other territorial communities. This register will contain full details of all communal property, including lease terms.

The head of the Verkhovna Rada Committee on the Organization of State Power, Olena Shulyak, reported that the text of the draft law has already been agreed with associations and associations of local self-government bodies. According to the draft law, the register will be available to citizens and it is planned to be implemented within a year after the law enters into force.

The main provisions of the law are the inventory of objects owned by local authorities, as well as the mandatory verification of this data every five years. The responsibility for carrying out the inventory rests with the deputies, and until their appointment, this function will be performed by the local chairman.

The results of the inventory must be entered in the Register of communal property objects and must be made public on the website of the local council, as well as provided upon request for access to public information.

The register will include a variety of information, including lists of communally owned objects, residential premises, objects for rent, as well as land plots and property objects. In addition, information on lease agreements and loans of communally owned objects will be available.

The press service of the State Property Fund reported that for the period from January to November 2023, 702 million hryvnias were brought into the state budget from the lease of property owned by the state. Odesa region, Kyiv city and Dnipropetrovsk region were the most active in this regard.
