The Director of the KSCA Transport Infrastructure Department Ruslan Candibar has officially received suspicion - for official negligence. It is a scandalous flooding of the metro tunnels on the blue branch, which led to the complete paralysis of the branch for 9 months and caused the city of more than 164 million hryvnias.
It would seem that it is only a consequence of a drain or technical accident. But Kiev activists have been alarmed for years: the Department of Transport Infrastructure regularly "fed" contractors, bypassed public procurement and worked on a rollback principle. Kandibor has been repeatedly mentioned as the protector of the odious developer and "watch" behind Kiev Denis Komarnitsky. And the department itself is one of the key structures of the "shadow budget" of the so -called ward group.
Back in early 2025, anti -corruption initiatives filed a number of requests to NABU and the SAP demanding to investigate systemic violations in the work of the Kandibor Department. Among other things:
- purchase of trams without a competition from firms with inflated prices - for almost UAH 300 million;
- Road tenders for Onur - Turkish contractor has been priority in Kiev for years, despite complaints about the overestimation of the cost of work and withdrawal of funds through related FOPs.
The cases were made in the ERDR. But then the matter did not move.
Candibar was a suspicion is the only one. And it is, in fact, symbolic: it is only about negligence. There are no accusations of abuse of office, no investigation into the systemic deriban of the transport budget of the capital.
Moreover, dozens of petitions demanding the release of Candibar were ignored by the mayor of Klitschko. Because he is his own. And they do not give their own. Especially when it comes to billions of streams.
Obviously, this suspicion was only possible because of public resonance. But will there be a real investigation? Will it be a slight fright again?
