The Verkhovna Rada of Ukraine has adopted a bill, which strengthens the liability of employers for late payment of wages. Its purpose is to provide employees with a constitutional right to timely and full wages.
The explanatory note to the document states that wage delays remain one of the most acute social and labor problems of Ukraine throughout the period of independence. This problem was especially aggravated against the backdrop of a full -scale war, when, due to Russia's aggression, many enterprises were forced to reduce or stop work, which led to increased debt to workers.
What does the bill provide for:

The employee's right to temporarily stop work if the salary is delayed for more than 15 calendar days.

Compensation in case of insolvency of the employer - up to three average monthly wages, but not more than 12 minimum wages.

Enrollment in the period of period for which the employee was paid compensation.

A mandatory penalty if the salary is not paid within 15 days after the end of the month - the amount of the penalty may not be less than the NBU discount rate.
The authors of the bill are convinced that new rules will reduce the debts for payments, as well as give real mechanisms for the protection of employees in difficult economic conditions.
