The Kozyatyn City Council has signed a contract for UAH 7.42 million with the Vinnytsia company "LCD-Garant" for the overhaul of the building, where the placement of the veteran space is planned. But the analysis of the project estimate indicates an apparent overestimation of prices for building materials - at least 590 thousand hryvnias.
NGL.Media analysts have tested only ten budget positions and have already overpayed over half a million on this sample. In some cases, the cost of goods exceeded the market two or more times.
It is even more interesting that in June 2025 only one participant-the company "LCD-Garant", which received a contract on July 17, announced in June 2025. No competition, no bargaining is just a reconciliation of value in which no one seems to save budget.
In a comment to the journalists, the head of the housing and communal services department of Kozyatyn, Ivan Vovkovan, in a comment to the journalists: to check the contractor or his prices in fact to anyone. Such frankness of the official is not uncommon in Ukrainian realities. At the same time, it reflects a deeper problem: the local authorities not only do not fight the estimated estimates, but also approves them carelessly.
LLC "LCD-Garant" belongs and is guided by Eugene Yatsukov. In 2023, the firm was suspected of conspiracy with officials of the Department of Capital Construction of Vinnytsia City Council. Then it was about theft of budget funds during the repair of bomb shelters. The case still has no sentence, but LCD-Garant continues to receive new state contracts.
The question is why the company with such background becomes the sole participant of the tender in Kozyatyn - remains open. Like the question of why no one is concerned about prices that are much higher than market.
Against the background of a constant lack of community funds and the need for effective use of budgets, this practice does not just look negligent - it borders with financial irresponsibility.
