A tender has been announced in Kharkiv for the reconstruction of Lopanska embankment, although the main work on the site was completed last year. This is the first phase of the project, worth over 108 million hryvnias, while the total reconstruction budget is estimated at approximately 255 million hryvnias.
The idea of updating the embankment along the Lopan River was presented back in 2023. The preparation of project documentation was completed in 2024, and work began on the site in the summer of 2025 - despite the fact that a full-fledged tender for the main contract was not held at that time.
Some of the work on the embankment was carried out through separate procurements. In particular, it concerned the repair of the sewage system, electrical installation work and landscaping of the territory. However, the key tender for the reconstruction of the entire area was never announced at that time.
The embankment was opened in late 2025. After its opening, the project caused a mixed reaction among the townspeople. Some residents positively assessed the improvement of the territory, but activists questioned the appropriateness of such expenses during the war. Among the complaints were also the lack of a broad public discussion and a non-transparent approach to the implementation of the project.
In March 2026, the situation took a new turn. A tender for works that had actually already been completed appeared in the Prozorro system. The documentation refers to the same elements of improvement - laying the pavement, installing lighting, landscaping the territory, and arranging infrastructure.
Thus, announcing the procurement after the completion of the main works raised additional questions regarding the transparency of the use of budget funds.
Previously, discussions have already arisen in the Kharkiv region regarding large construction projects and government spending. In particular, the Kharkiv Regional State Administration ordered the reconstruction of a hospital for the amount of 1.4 billion hryvnias.
In addition, we have repeatedly drawn attention to dubious companies and inflated prices in construction tenders in the region.
Experts note that such situations require detailed verification, because holding tenders after the work has been completed may indicate attempts to legalize expenses retroactively.
