For the first five months of 2025, Ukraine spent 1.5 trillion UAH from the state budget - 22.3% more than in the same period last year. In May alone, state cash expenditures amounted to UAH 352.8 billion. This is evidenced by official data published by the State Treasury.
The lion's share of the general budget fund - UAH 984.1 billion, or 64% of all expenditures - went to the security and defense sector. In May, 218.9 billion UAH was spent on these needs.
This includes both the financing of the Armed Forces and the purchase of military equipment, fuel, personal protective equipment, food and other provision of the army.
In the structure of economic classification of the budget, the state spent the largest money on:

Remuneration with accruals - UAH 607.3 billion (39.5% of the budget). In May, salaries took UAH 132.1 billion. The growth by last year was 22.9%.

Purchase of goods and services - UAH 213.3 billion (13.9%). It is not only the army, but also the cost of medicine, law enforcement, utilities and food. Much of the funds are also aimed at the Health Service within the framework of the medical guarantee program.

Social security - UAH 266.3 billion (17.3%). This area includes pensions, assistance, scholarships, subsidies and transfers of the Pension Fund. Growth - 12.6% in annual dimension.

Subsidies to enterprises - UAH 204.8 billion (13.3%). The money goes to support the army and financing of the projects of the Entrepreneurship Development Fund.

Services of public debt - UAH 136.6 billion (8.9%). Debt expenditures increased by 34.4% - an obvious evidence of financial pressure on the country.

Transfer to local budgets - UAH 73.1 billion (4.7%). Money is transferred to the local level - for communities, social programs and infrastructure.
The Ministry of Finance predicts that expenditures in the second half of the year will remain at a high level - given the military needs, social obligations and debt service.
