The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, received over 1.6 thousand appeals regarding the actions of territorial recruitment and social support centers (TCK and SP) in the first five months of 2025. He reported this during a public report, emphasizing that the situation is alarming.
For comparison: in 2023, about 500 complaints were received against the CCC's actions. In 2024, this figure increased to over 3,300. The trend continues to gain momentum this year.
"I'll be honest - we always react. There are cases when my employees physically come to the CCC and help restore citizens' rights," the ombudsman said.
However, the results of the inspections demonstrate a gap between the number of complaints and the number of proven violations: only over 50 CCC employees were disciplined. That is, out of over 1,500 complaints, only a few percent of those involved were punished.
When asked why the number of confirmed violations was so low, the Land Forces of the Armed Forces of Ukraine partially answered. They stated that in June 2025, only 14% of complaints were justified. The rest are fakes, exaggerations, or part of information and psychological operations (IPSO) aimed at discrediting military enlistment offices.
The problem of trust in state institutions in matters of mobilization is becoming increasingly acute. On the one hand, society reacts to potential abuses by the CCC. On the other hand, military structures perceive this as an element of a hostile information campaign.
Who is right is an open question. But one thing is clear: the conflict between public trust and the activities of the CCC and the Joint Venture is still far from being resolved.
