Under the cover of state regulation and technical security, the Ministry of Energy in 2025 actually monopolized the market for the inspection of smoke and ventilation channels (PECs) in high -rise buildings throughout the country. The key executor of the scheme was the little -known firm of LLC "Spetsgas", connected with the People's Deputy from "Batkivshchyna" Oleksiy Kucherenko.
According to the backstage - Minister of Energy Herman Galushchenko, his first deputy Yuri Sheiko, NERCEP officials, State Energy Supervision and State Secretariat. And the main tool is the order of the Ministry of Energy No. 402, which came into force in February 2025.
According to the new requirements, any company that wants to serve smoke and ventilation channels must create its own information and communication system (ICS) with certified data protection, undergo examination in the State Secretariat and approval in the State Energy Inspectorate.
In reality, these requirements can fulfill units - and none of the companies that have worked in the market before, have been able to pass a bureaucratic and technical sieve. In addition to one - LLC "Spetsgaz".
The next day after the order came into force, this company received all permits, and later - the exclusive right to work throughout the country.
SPOSGAZ LLC is a company with a staff of 8 employees and losses over the past year. But in March - May 2025, she received orders for UAH 3.77 million. Its representatives are already sending reports to ACMHs and ZhEKi about the need to re -pay for PECs, even if the residents have current certificates from other performers.
In Zhmerynka, Ochakov, Chernihiv, Uzhgorod and other cities - the same scheme: preliminary inspections are "canceled", the only admitted company - "Spetsgaz".
Prices range from 60 to 120 UAH for one channel, that is, for one living space - from 240 to 480 UAH per apartment. With 10 million apartments in Ukraine, it is a market of UAH 1.8 billion. And he already belongs to one company monopoly.

Kucherenko himself - former minister of housing and communal services, now actively promotes the topic of energy efficiency, safety of homes and ventilation. He regularly appeared in the public space, justifying the need for centralized ventilation checks.
Formally, the scheme looks like safety enhancement. But in fact, it is an artificial creation of a technical barrier that eliminates all players from the market, except for one - related to the initiators of the reform.
Order No. 402 - dangerously a precedent document. He legalized the selection by the "technical criterion", which is controlled by the same people who wins from the result. Other companies either have no resources to create a certified ICS or are blocked at the examination stage.
The essence of the scheme is not in the chimneys. The essence is to create a legitimate mechanism for displacing competitors and full control of the market, which can bring hundreds of millions every year, because payment comes from the pockets of Ukrainians. Legally. But not honest.
