In 2022, the Ministry of Defense of Ukraine transferred $ 20 million to the British company Sinclair & Wilde Ltd, which has ties with Franco-Israeli businessman Philip Solomon. These funds were part of the Agreement for the Supply of Military Clothing totaling $ 35 million, which was made by the Turkish manufacturer Baerer. About it reports journalist Yuri Nikolov.
Of the funds received, $ 10 million was indeed transferred to the Turkish manufacturer who started shipping the form. Another $ 10 million remained in the accounts of Sinclair & Wilde. According to a journalistic investigation, the Ministry of Defense expected the Ministry of Defense to receive from this agreement "rollback" - through the adviser to the then Minister of Defense Alexei Reznikov, Roman Balykin.
However, when Solomon refused to give the promised amount and Barr began to supply the form without additional approvals, the Ukrainian side decided to block her acceptance. This caused an international scandal - not only due to delay in supply, but also through exposing the corruption component within the defense department.
Today it is unknown whether it was possible to return at least part of the advance or to get the rest of the form. The situation again demonstrates poor control over military procurement and the risks of cooperation with intermediaries acting in the interests of individual officials, not the state.
