The head of the territorial department of the judicial protection service in the Lviv region, Volodymyr Semenina became a person involved in a high -profile case on bribery. Law enforcement officers documented the fact of receiving US $ 4,000 for their assistance in employment of a friend in one of the law enforcement agencies of the region.
According to the investigation, Semenin promised to "help" an acquaintance with a position bypassing the competition and open selection. When the promise failed, he offered an alternative - employment in the judicial protection service under the same scheme. The cost of the service remained unchanged: $ 3,000 in advance and another one thousand after promotion.
During the transfer of sector and the mediator, they were detained on hot. Both were notified of suspicion under part three of Article 368 of the Criminal Code of Ukraine - obtaining an undue benefit by an official. The sanction of the article provides up to 10 years in prison with confiscation of property.
However, no less eloquent in the scheme is the declaration of the official himself. According to published data, Vladimir Semenin stores $ 65 thousand in cash, and another 75 thousand allegedly borrowed to third parties. Last year, he declared UAH 757 thousand wages and 270 thousand hryvnias of pension payments.
He owns a dwelling house of about 80 m², decorated in 2023, a non-residential premises purchased in 2013, as well as Kia Sorentono 2010.
The financial profile of the official does not indicate the need. On the contrary, his lifestyle demonstrates stable income and accumulation. That is why the fact of participation in the corruption scheme looks not as an attempt to survive, but as a manifestation of a deeply rooted conviction of one's own integrity.
The judicial protection service is a structure that must guarantee the order in judicial institutions. However, the example of its head in Lviv region again raises the question: who protects justice, if the guards themselves lose the benchmark between law and benefit.
