In 2025, Ukraine increased the pension supplement for citizens who participated in the struggle for Ukraine's independence in the 20th century and were persecuted by the Soviet regime. After annual indexation, it amounts to 5,000 hryvnias.
This was reported by the Pension Fund of Ukraine.
These are people who were convicted, imprisoned, or forcibly sent to psychiatric institutions for political reasons, and later officially rehabilitated. The legislation provides for special social guarantees for such citizens - in particular, a pension for special services to Ukraine, which is accrued as a monthly supplement to the basic pension payment.
The corresponding law was adopted in 2023. At that time, the amount of the allowance was 4,200 hryvnias. However, according to the norms of the law, this amount is subject to annual revision - in accordance with the indexation mechanism. In 2024, it was indexed, and from 2025 the payment is already 5,000 hryvnias.
To receive the allowance, it is necessary to provide documents confirming the person's status - in particular, certificates of participation in the national liberation movement, the fact of persecution, and a decision on rehabilitation.
The Pension Fund reminded that the right to a pension for special merits arises from the date of application or from the date of acquisition of the right, if the person applied no later than 12 months from this moment. The date of application is considered the date of acceptance of the complete package of documents.
At the same time, if a person is entitled to an allowance on several grounds, he or she is awarded only one - in the largest amount provided.
This is another step in restoring justice for people who suffered for their desire for a free and independent Ukraine.
