The Department of Education, Culture, Youth and Sports of the Stepiv Village Council of the Mykolaiv Region has concluded a contract with Nikopolska-STK LLC for the construction of an underground radiation shelter for the Mykhailivsky Lyceum. The cost of the work is UAH 46.63 million, Nashi Groshi reports with reference to the Prozorro system.
It is planned that the facility will be able to accommodate 335 people and will be ready by the end of 2025. The project was developed by PE "Zodchy", and the expertise was carried out by the branch of SE "Ukrderzhbudekspertyza" in Mykolaiv region. Financing involves 85% of the subvention funds within the framework of the Ukraine Facility program and 15% from the local budget.
At the same time, journalists discovered significant price increases in the estimate. Among them:

two-component mastic Ceresit CP 43 Xpress — 696 UAH/kg at a market price of 439–500 UAH/kg;

polyurethane binder Tetrapur 144 — 382 UAH/kg at a market price of 230–255 UAH/kg;
-
concrete blocks FBS 24.5.6-T — 2,982 UAH/piece at a market price of 2,168–2,316 UAH/piece;
-
B20 concrete — 4,926 UAH/cubic m at the market price of 3,550–4,452 UAH/cubic m;
-
school desks — 5,564 UAH/piece, compared to the market price of 2,397–3,377 UAH/piece.
According to the publication's estimates, the overpayment for these positions alone could reach at least UAH 1.5 million.
Nikopol-STK's competition consisted of two companies, one of which, LLC "Production Company "Fundament", was rejected due to "dynamic pricing", the other, PE "Yulkom-Service" - due to the use of equipment from countries not provided for by the program. The complaint of "Yulkom-Service" to the AMCU was rejected.
Nikopolska-STK LLC, registered in 2006, belongs to Stanislav Pohan. The company has already appeared in the media due to overpricing and was involved in criminal proceedings about possible embezzlement in Kherson. Since 2016, the company has received government contracts worth over UAH 317.8 million.
