Amid the constant attacks on the Ukrainian energy system, the procurement of equipment to restore critical infrastructure is a matter of national security. However, the mechanism for allocating budget funds in this area raises serious questions.
On February 9, 2026, the State Enterprise "Recovery of Critical Infrastructure" (EDRPOU code 38054466) concluded four contracts in one day for a total amount of UAH 1,584,332,966.40. The purchases were made under the CPC program 3111000 without an open competition, referring to an exceptional procedure in accordance with the resolution of the Cabinet of Ministers No. 1178, which allows simplified mechanisms under martial law.
The actual batch signing of agreements worth over one and a half billion hryvnias in one day indicates a pre-planned distribution of funds. This approach eliminates market competition and deprives the state of the opportunity to obtain the best price offer.
The main recipient of funding was LLC “RSE Group Ukraine” (code 44971187). Until November 2025, the company was called “AXIS TECHNOLOGY”. According to the official financial statements for 2022–2024, the company declared zero income. Despite this, it received strategic state orders in wartime conditions.
The State Enterprise "Recovery of Critical Infrastructure" is headed by Yevhen Kramarenko. The enterprise is under the management of the Ministry of Community and Territorial Development, which is headed by Oleksiy Kuleba. It is within this management vertical that the application of a non-competitive procurement model was agreed upon.
Certain terms of the contracts appear risky for the budget. Significant advance payments are provided without mandatory bank guarantees. In addition, the agreements allow for the possibility of changing the price or configuration after signing the contracts. This design allows for adjusting financial parameters already during the implementation process, which creates additional risks for public funds.
The rejection of open competition and independent verification of market value in the case of strategic procurements worth billions of hryvnias effectively concentrates financial decisions in manual mode. In conditions of war, when every hryvnia of the budget must work to restore the country, such mechanisms require maximum public transparency and control.
