In the Volyn region, law enforcement officers have completed a pre-trial investigation into an organized criminal group that embezzled over 2.2 million hryvnias of budget funds allocated for the repair of defense facilities. The press service of the State Bureau of Investigation reported this.
Last fall, the Housing and Operations Department (HOD) of the Ministry of Defense in Volyn concluded 4 contracts with a private company to repair premises for the needs of one of the military units in the region. Almost UAH 10 million was allocated for these works.
The scheme was organized by the head of the contracting company, who involved an official of the KEB and the head of the enterprise supervising the work in the illegal activity.
The director of the enterprise entered false data into the acts of work performed throughout 2023. In particular, he overstated the cost of materials and indicated work that the enterprise did not actually perform.
The head of the enterprise, who supervised the execution of the works, helped prepare the falsified acts, and the head of the KEB signed them. After that, the funds were transferred to the contractor's accounts. Due to such fraud, the budget suffered losses of more than 2.2 million UAH.
The official and two heads of private enterprises are accused of official forgery and embezzlement of property (Part 5 of Article 191, Part 5 of Article 27, Part 3 of Article 28, Part 2 of Article 366 of the Criminal Code of Ukraine)
The sanctions of these articles provide for a penalty of imprisonment for a term of up to 12 years with confiscation of property.
During the pre-trial investigation, all damages were compensated.
Procedural management was carried out by the Specialized Prosecutor's Office in the Field of Defense of the Western Region.
